Therefore, using the government House leader's litmus test that the Speaker should intervene when committees break Standing Orders in conjunction with the superiority of rules like the sub judice convention and the division of powers set out in the Constitution, it seems that he and I can agree that when the Constitution and conventions are contravened by the committee, that the Speaker should take action.
