Since the United Kingdom joined France and Germany in backing certain Community policies such as defence, and supported both countries when they failed to comply with the Stability Pact, some elements in the institutions and the media interpret this as meaning that, in the face of the problems arising in the adoption of the draft Constitution, the axis formed by these three countries is moving towards the creation of a 'pioneer' group, which would lead to a two-speed Europe relatively remote from the other Community democratic institutions.
Depuis que le Royaume-Uni s’est joint à la France et à l’Allemagne pour promouvoir certaines politiques communautaires, comme la politique de défense, et soutenir ces deux derniers États dans le dossier du non-respect du pacte de stabilité, plusieurs voix se sont élevées dans les institutions et les médias pour affirmer que, devant les difficultés soulevées par le processus d’adoption du projet de Constitution, l’axe formé par ces trois États s’oriente vers la création d’un groupe pionnier et dirigeant d’une Union à deux vitesses, relativement étrangère aux autres institutions démocratiques communautaires.
