The conferral of EDIS is subject to a benchmarking exercise whereby the Commission verifies compliance with specific conditions and criteria which relate principally to sound financial management and control, encompassing effective internal control, an independent audit function, an effective accounting and financial reporting system, adequate staffing arrangements and respect of the principle of separation of functions.
L'accès à EDIS est soumis à une opération d'étalonnage au cours de laquelle la Commission vérifie la conformité aux conditions et aux critères spécifiques. Elle vérifie plus particulièrement si les principes de saine gestion financière sont respectés : contrôle interne efficace ; audit indépendant ; existence d'un système efficace de génération de rapports financiers et comptables ; dotation en personnel adéquate, et ; respect du principe de la séparation des fonctions.
