Recalls the critical importance attached by the EU to the fight against torture and other forms of ill-treatment; urges the Commission and the Member States to demonstrate their common commitment to eradicating the scourge of torture and to supporting victims, notably by contributing to the UN Voluntary Fund for Victims of Torture and the Special Fund established by the Optional Protocol to the Convention against Torture;

The amounts resulting from the application of voluntary modulation should be taken into consideration when defining the annual ceiling for the expenditure financed by the European Agricultural Guarantee Fund and the possibility to adopt detailed rules concerning in particular voluntary modulation should be included in Regulation (EC) No 1290/2005.

Micro programme funding could also be used for voluntary funding between existing Member States.
