Both Mr Maaten's report and also the communication from the Commission make it very clear that the strategic framework also has to highlight priority areas for political and strategic cooperation, in which area the strengthening of the United Nations will, on the one hand, certainly be a point of view that will carry weight, as will without any doubt, on the other hand, the bilateral and, as far as possible, joint efforts at tying the USA into a multilateral relationship.
Le rapport de M. Maaten ainsi que la communication de la Commission mettent très clairement en évidence le fait que le cadre stratégique doit aussi mettre en exergue les domaines prioritaires de la coopération politique et stratégique. Pour ce qui est de cette coopération, d'un côté, le renforcement des Nations unies constituera certainement un aspect important mais, d'un autre côté, ce sera certainement aussi le cas des efforts bilatéraux et, si possible, communs pour associer les USA dans une relation multilatérale.
