ZB. whereas the changes made by the Council to the current EU CBRN Action Plan proposed by the Commission make the Action Plan weaker, making the commitment on the part of Member States non-binding and watering down the measures provided for, many of which are kept at national level instead of being given an EU-wide scope, as well as weakening the monitoring and scrutiny of their implementation by the Commission, sometimes even failing to include the Commission as an ‘involved actor’ along with the Member States,
ZB. considérant que les modifications apportées par le Conseil au plan d’action actuel de l’UE dans le domaine CBRN proposé par la Commission affaiblissent ce plan d’action, donne un caractère non contraignant à l’engagement des États membres et atténuent les mesures prévues, nombre de celles-ci étant maintenues au niveau national au lieu de se voir donner une dimension européenne, et affaiblissent le suivi et le contrôle d'exécution par la Commission, cette dernière n'étant parfois même pas reconnue comme partie prenante à côté des États membres,
