Following an in-depth investigation the European Commission has concluded that arrangements to compensate state-owned Bus Éireann and Dublin Bus, the two principal bus companies in Ireland, for the operation of bus services across Ireland and for the transport of schoolchildren, were put in place before the liberalisation of the EU bus sector when EU state aid rules were not yet applicable to this industry sector (i.e. the measures constitute "existing aid").

In the event that an existing international coach and bus service is seriously affecting the viability of a comparable service covered by one or more public service contracts conforming to Community law on the direct sections concerned, due to exceptional reasons which could not have been foreseen at the time of granting the authorisation, a Member State may, with the agreement of the Commission, suspend or withdraw the authorisation to run the international coach and bus service after having given 6 months’ notice to the carrier.

Following a complaint submitted by a representative body of private bus operators, the Commission will investigate whether the annual operating compensation payments (including the financing of the replacement and expansion of bus fleets) and the granted investment and training subsidies for the benefit of the subsidiaries of Córas Iompair Éireann (CIÉ) – Irish Bus and Dublin Bus – are compatible with the EC State aid rules.

That being said, we offer three cautionary notes: One, the bus safety framework must be upgraded prior to any bus deregulation; second, government must publicly decide either to abandon small town Canada, or it must put into place a program of direct subsidies to ensure continuing service to communities on unprofitable routes before any bus deregulation can occur; third, after bus deregulation, government must be prepared to accept the reality that almost all bus routes in Canada will only be served by a single bus carrier, and that instances of ongoing competition in scheduled bus passenger markets will be rare.

Cela étant dit, nous aimerions cependant faire trois mises en garde: avant de décréter une quelconque déréglementation de l'industrie de l'autocar, il faut à priori mettre à jour les normes de sécurité s'y appliquant. Ensuite, avant d'enclencher le processus de déréglementation de l'industrie, soit que le gouvernement annonce publiquement que les petites localités canadiennes n'auront plus accès au transport par autocar, soit qu'il mette en vigueur un programme de subventions — pour assurer la continuité des liaisons non rentables.
