A Saskatchewan road impact analysis prepared in October 1999, a month ago, through the Urban Municipalities Association, the Rural Municipalities Association, and the Government of Saskatchewan identified that the average haul distance will increase by 250% over the next three years, based upon rail line abandonment and elevator consolidation to date.
