Restates the potential of renewable energy for the country and welcomes the fact that progress is being made, with 21 new concessions for small hydro-power plants already granted, a hydro-power plant already in operation and the construction of a wind park underway; calls on the government to raise the level of public debate on the impact of climate change and for more efforts to align national legislation with the EU acquis in this area, and to implement the national legislation, especially on water management, industrial pollution control, nature protection and climate change; stresses the need to strengthen administrative capacity at both central and local level;
