On account of the fact that the situation had worsened, the Commission’s ECHO office, together with the International Red Cross organisation, organised a seminar in Bogota on the question of security in April 1999, where all the organisations in Colombia were asked to have a Security Charter and to inform the Red Cross in advance of their movements.
En raison de la dégradation de la situation, le bureau ECHO de la Commission a organisé, en avril 1999, avec le Comité international de la Croix-Rouge, un séminaire sur la question de la sécurité, et il a été demandé à toutes les organisations qui se trouvent en Colombie d'avoir un règlement en la matière et de notifier par avance leurs déplacements au Comité international de la Croix-Rouge, cela afin de garantir que les membres des divers groupes armés ont été prévenus du caractère humanitaire de la mission.
