The purpose of these two tools is therefore essentially to capitalize cooperatives, first, by establishing a cooperative development fund that would provide cooperatives with access to non-traditional loans in the form of patient capital provided at preferred rates and, second, by providing cooperative members, producers and workers with access to credit through the creation of a Cooperative Investment Plan, commonly called a CIP.
Ces deux outils visent donc essentiellement la capitalisation des coopératives, d'abord en créant un fonds de développement coopératif qui permettrait aux coopératives d'avoir accès à des prêts non traditionnels sous forme de capital patient et à taux préférentiel et, dans un deuxième temps, en offrant aux membres des coopératives de producteurs et d'employés un accès au crédit par la création d'un Régime d'investissement coopératif, ce que l'on appelle communément un RIC.
