What happened through the 1980s and into the early 1990s in Canada was that the federal government, by way of legislation in the House and agreements with the provinces, in effect permitted the provinces to move into the gaming industry. Under the Criminal Code all the gaming in the country in effect is prohibited and is only allowed when there is legislation exempting the provinces or other operators from entering into the field.
