[21] Over 3 million people are apparently living in poor housing conditions (lack of comfort, overcrowding, insecurity of tenure), although the national indicator of poverty of living conditions, which covers accommodation difficulties, has been falling since 1998 (cf 8th report of the Haut comité pour le logement des personnes défavorisées, October 2002).
