As the committee heard from many organizations representing these groups and from the transportation ministers of Alberta, Saskatchewan and Manitoba, Bill C-14 would tip the current balance of interest between producers, shippers and railways to the benefit of railways and to the detriment of those who produce and ship the commodities.
