In terms of division of powers, one could of course find it somewhat illogical that Quebec has jurisdiction over separation from bed and board and matters relating to civil law, but not divorce.

First, the interest of the child is already covered in subsection 16(8) of the Divorce Act, as well as in section 514 of the Quebec Civil Code, with respect to separation from bed and board.
