Where the files are inspected pursuant to paragraph 2 or 3 of this Article, documents relating to exclusion or objection pursuant to Article 137, draft decisions and opinions, and all other internal documents used for the preparation of decisions and opinions, as well as parts of the file which the party concerned showed a special interest in keeping confidential before the request for inspection of the files was made, unless inspection of such parts of the file is justified by overriding, legitimate interests of the party seeking ...[+++]inspection, may be withheld from inspection.

The opinion is on the legislative proposal from the Commission for rules on access to documents and was requested by a student for his post-graduate dissertation on public access to Council documents.

At its plenary session of 15-16 May, the Committee of the Regions adopted the opinion drawn up by Ruth Bagnall (UK/PES) on the common policy on immigration, asylum and refugee status. The opinion was produced in response to four Commission documents and two Council documents, in particular the Communication from the Commission on a common policy on illegal immigration and the Proposal for a Council Decision on minimum standards to fulfil in order to qualify for refugee status.

Meeting on 21 and 22 February with Mr John Chatfield in the chair, the Consultative Council of Regional and Local Authorities adopted an opinion on the "Europe 2000" document in which it stressed the interest of the Member States and the regional and local authorities in the regional planning work currently being carried out by the Commission.
