Not later than 31 December 2005 , and every two years thereafter, the Commission shall submit to the European Parliament, the Council and the Economic and Social Committee a report on the application of this Directive and, if necessary, make further proposals to adapt it to developments in the field of tobacco products, to the extent necessary for the establishment and operation of the internal market, and taking account of any new development based on scientific facts.
Le 31 décembre 2005 au plus tard, puis tous les deux ans, la Commission soumet au Parlement européen, au Conseil et au Comité économique et social un rapport relatif à l'application de la présente directive et, le cas échéant, formule de nouvelles propositions en vue de son adaptation aux évolutions intervenues dans le domaine des produits du tabac, dans la mesure où cela s'avère nécessaire pour l'établissement et le fonctionnement du marché intérieur et compte tenu de toute nouvelle évolution basée sur des faits scientifiques.
