Reiterates the need for targeted technical assistance and capacity building as an important element for developing countries in making trade an integral part of their national development policies and poverty reduction strategies, increasing their commercial and export capacity, improving their ability to negotiate effectively, facilitating the application of WTO rules and enabling them to adjust and diversify their economies;
