By contrast, in the field of transport - where there were major delays in completing the single market - the adoption of all the measures contained in the White Paper was finally completed with the adoption by the Council on 25 October of the Regulation introducing definitive rules on cabotage, i.e. access for foreign carriers to domestic transport of goods by road in a Member State.
Par contre, le domaine des transports, qui avait accusé un retard important pour la réalisation du marché intérieur, voit enfin achevé le processus d'adoption de l'ensemble des mesures du Livre blanc, grâce à l'adoption par le Conseil, le 25 octobre, du règlement instaurant un régime définitif pour le cabotage, c'est-à-dire l'admission des transporteurs non résidents aux transports intérieurs de marchandises par route dans un État membre.
