A. whereas the Prosecutor-General of Hungary has requested the waiver of the immunity of a Member of the European Parliament, Béla Kovács, in order that investigations can be carried out, on the basis of reasonable suspicions, to determine whether a charge will lie against him with regard to the offence of espionage against the institutions of the European Union under Section 261/A of Act C of 2012 on the Hungarian Criminal Code; whereas, according to that Section, any person who conducts intelligence activities for a non-European Union country against the European Parliament, the European Commission or the Council of the European Union ...[+++] shall be punishable in accordance with Section 261; whereas, under paragraph (1) of Section 261, any person who conducts intelligence activities for a foreign power or foreign organisation against Hungary is guilty of a felony punishable by imprisonment for between two and eight years;

According to that Section, any person who conducts intelligence activities for a non-European Union third country against the European Parliament, the European Commission or the Council of the European Union shall be punishable in accordance with Section 261; paragraph (1) of which provides that any person who conducts intelligence activities for a foreign power or foreign organisation against Hungary is guilty of a felony punishable by a term of imprisonment of between two and eight years.

10. Underlines the need to equip the European External Action Service (EEAS) with the budgetary means needed to allow it to assist the HR/VP in conducting EU foreign policy and in ensuring coherence of EU external action; points, in particular, to the need to strengthen political staff in EU Delegations; is therefore of the view that the Commission Draft Budget for Section X should be restored; insists, however, on full implementation of commitments given to Parliament by the HR/VP during the process of the establishment of the EEA ...[+++]S, so as to enhance the democratic legitimacy of EU foreign policy;

39. Believes that the establishment of a new Section X in the EU budget for the European External Action Service responds to the need to provide the European Union with an institutional framework which, together with the new CFSP/CSDP provisions, can support the EU’s ambitions in foreign policy;
