Les États membres définissent, en outre, une quantité minimale de production selon les capacités installées en kWh en tenant compte des diverses technologies . Par un processus de répartition charges/chances entre les États membres, ces objectifs sont compatibles avec l'objectif de 12% de la consommation intérieure brute d'énergie en 2010 fixé dans le Livre blanc sur les sources d'énergie renouvelables et en particulier avec la part de 23,5% d'électricité produite à partir de sources d'énergies renouvelables dans la consommation totale d'électricité de la Communauté en 2010, visée dans l'annexe.
