Benchmarking forms part of the open method of co-ordination, promoted by the Lisbon European Council, whereby monitoring, exchange of best practices and peer review are applied to improve convergence of national performances towards the goals and targets for the Union set out in the Lisbon strategy.
L'évaluation comparative fait partie intégrante de la méthode de coordination ouverte, telle qu'elle a été promue par le Conseil européen de Lisbonne. Elle tend, par la surveillance, l'échange des meilleures pratiques et l'examen par les pairs, vise à améliorer la convergence des performances nationales vers la réalisation des objectifs de l'Union fixés par la stratégie de Lisbonne.
