INDUSTRIAL ASPECTS OF THE INFORMATIO
N SOCIETY - COUNCIL RESOLUTION The Council agreed on the substance of the following Resolution, the text of which will be adopted formally, after legal and linguistic finalization, at a forthcoming meeting: "THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty establishing the European Community, Whereas the White Paper on Growth, Competitiveness and Employment, submitted to the Brussels European Council in December 1993, recommended a policy to develop a common information area and in particular to improve the efficiency of the European information and communication technologies (ICT) sector
...[+++]; Having regard to the conclusions of the Corfu European Council in June 1994 on the report by the High Level Group chaired by Mr Bangemann on "Europe and the Global Information Society"; Whereas in Cannes the European Council emphasized the development potential of new growth sectors (for example, multimedia) and the potential for job creation in promoting the information society and called for work to continue on establishing the regulatory framework that will enable it to develop, while taking care to maintain cultural diversity and bearing in mind the objective of equal access to these new services; Having regard to the Commission communication of July 1994 on "Europe's way to the information society: an action plan" and the Commission communication of May 1995 on a methodology for the implementation of applications for the information society; Having regard to the Green Paper on the liberalization of telecommunications infrastructure and cable television networks of October 1994 and the Council Resolution of November 1994, I 1.ASPECTS INDUSTRIELS DE LA SOCIETE DE L'INFORMATION - RESOLUTION DU CONSEIL Le Conseil a marqué son accord q
uant au fond sur la résolution suivante dont le texte sera adopté formellement, après sa mise au point juridique et linguistique, lors d'une prochaine session : "LE CONSEIL DE L'UNION EUROPEENNE, vu le traité instituant la Communauté européenne, considérant que le Livre blanc "Croissance, compétitivité, emploi", présenté au Conseil européen de Bruxelles en décembre 1993, préconise le développement d'une politique de promotion d'un espace commun de l'information et, en particulier, l'amélioration de l'efficacité de l'industrie europé
...[+++]enne des technologies de l'information et des communications (TIC) ; considérant les conclusions du Conseil européen de Corfou de juin 1994 sur le rapport du groupe de haut niveau placé sous la présidence du Commissaire Bangemann, intitulé "L'Europe et la Société de l'Information planétaire"; considérant que le Conseil européen de Cannes a souligné les potentialités de développement de nouveaux secteurs de croissance (le multimédia par exemple) et de création d'emplois liés à la promotion de la société de l'information et a invité à poursuivre la mise en place du cadre réglementaire propre à assurer son développement, tout en veillant à la diversité culturelle ainsi qu'à l'objectif d'assurer un égal accès à ces nouveaux services; considérant la communication de la Commission, de juillet 1994, intitulée "Vers une Société de l'Information en Europe : un plan d'action" et la communication de la Commission, de mai 1995, sur une méthodologie pour la réalisation des applications de la Société de l'Information ; considérant le livre vert sur la libéralisation de l'infrastructure des télécommunications et des réseaux de télévision câblée d'octobre 1994 et la résolution du Conseil de novembre 1994.
