– (DE) Madam President, very interesting though this stability instrument is as an approach, there is a quite fundamental problem with it, for it amounts to something like an attempt to disregard what is stated in the Treaty of Nice – namely, that there is no free-standing military budget – and introduce something of the sort by a circuitous route, and that I do regard as highly problematic.
- (DE) Madame la Présidente, en dépit de l’approche très intéressante que représente cet instrument de stabilité, celui-ci pose un problème absolument essentiel. En effet, il tente en quelque sorte de passer outre à une règle prévue par le traité de Nice - c’est-à-dire l’absence de budget militaire indépendant - et d’introduire plus ou moins ce genre de budget de manière indirecte, ce qui me semble vraiment très problématique.
