2. The fee payable by a person who applies for registration in the course in respect of contractors and homeowners offered as part of a program established pursuant to the Urea Formaldehyde Insulation Act shall be as follows:

His Excellency the Governor General in Council, on the recommendation of the Minister of Consumer and Corporate Affairs and the Treasury Board, pursuant to paragraph 13(b) of the Financial Administration Act, is pleased hereby to authorize the Minister of Consumer and Corporate Affairs to prescribe by order the fees to be paid for Contractor and Homeowners Registration Courses under the Urea Formaldehyde Insulation ActFootnote .
