Mr President-in-Office, our concern with regard to this European Council summit is as follows: whenever we read your presidency papers, and when we read the letter from the Conservative and Socialist Prime Ministers and Heads of State who gathered in Berlin, we fear that the progress made by the European Council in Gothenburg is being rolled back, in other words that we are returning to the old ‘either-or’ philosophy which says that high environmental standards and social provisions guaranteeing a certain standard of living are incompatible with competitiveness and job creation. This is an old chestnut.
Notre préoccupation, Monsieur le Président en exercice du Conseil, par rapport à ce Conseil européen est la suivante. En lisant vos documents de présidence, en lisant, aussi, la lettre des premiers ministres ou chef d’État conservateurs et socialistes réunis à Berlin, nous craignons un retour en arrière par rapport aux acquis du Conseil européen de Göteborg, c’est-à-dire qu’on en revienne à cette vieille opposition qui se résume ainsi: des normes environnementales élevées et des normes sociales permettant une certaine qualité de vie sont contraires à la compétitivité et à la création d’emplois.
