If we're talking about making fundamental changes to the criminal justice system, whether it be along the lines of restorative justice, along the lines of a victims' bill of rights, or along the lines of enshrining responsibilities in the criminal justice system to respond to the needs of victims, we're talking about changing a system that has a built-up body of law and prejudices, I suppose, and authorities that have been weighted in another direction, on another side.
