A fundamental element of the "open skies" model agreement is a complete exchange of traffic rights: apart from the right of an air carriers to transport passengers from the country of origin to another country and vice-versa, the model agreement provides for the right to transport passengers from two countries in an aircraft of a third country on a route with origin/destination in that country.
L'échange complet des droits de trafic constitue un élément essentiel du modèle d'accord de «ciel ouvert»: parallèlement au droit d'un transporteur aérien de transporter des passagers du pays d'origine vers un autre pays et vice versa, il prévoit le droit de transporter des passagers entre deux pays dans un avion d'un troisième pays, sur une liaison dont l'origine/la destination se trouve dans ce dernier pays.
