BACKGROUND The Merchant Shipping Act is a law adopted by the United Kingdom which entered into force on 1 December 1988. It establishes a new and separate register for fishing vessels, under the terms of which registration of boats is subject to restrictive conditions relating to UK citizenship and residence and domicile in the United Kingdom.
