I know that telling Member States how to handle their decision-making processes is not an option, but making recommendations is obviously possible, not least within the framework of the open employment process.

As regards the strategy's central themes, most of the Managing Authorities have paid particular attention to social exclusion and measures centred on promoting equal opportunities and opening employment centres, which had fallen behind schedule in the Objective 3 regions but are now back on track.

(4) In line with the conclusions of the Spring European Council of 22 and 23 March 2005, the objectives of full employment, job quality, labour security and productivity and social cohesion and inclusion must be reflected in clear priorities: to include more people in the labour market, promoting decisions that contribute to the reconciliation of family life and work, and equal opportunities ; to improve the employability of workers and the organisational adaptability of enterprises, thus enhancing the flexibility and security of labour markets; to promote social inclusion through the occupational integration of disadvantaged workers, ...[+++]women, young people and older people, to improve investment in human capital through better education and skills, paying special attention to innovation and technological development, and to open up new areas for jobs. All this will form a solid basis for modernisation and for ensuring the solidarity and sustainability of social protection systems .

We have political disagreements about a lot of things but, when it comes to making the open coordination of employment policy more transparent, we stand shoulder to shoulder, and I would especially thank Mr Schmid for clearly pointing out that the employment strategy must not only be a process driven from the top but also a process developed from below and involving everyone practically engaged on employment policy.

Most Member States stress the need for schools, training centres and universities to be open to the world: to increase their links with the local environment (with businesses and employers in particular, so as to increase their understanding of the needs of employers and thus to increase the employability of learners); to ensure an openness of spirit towards foreign countries, Europe and the wider world (e.g. through foreign language learning and mobility).

* To be highlighted in the pre-accession strategy are the preparatory measures to facilitate the candidate countries to participate in the open method of co-ordination in the area of employment and social inclusion, as well as the progressive opening up to candidate countries of the employment and social programmes.
