An EC Directive harmonized the technical specifications relating to hitching devices in 1994; however, the Commission takes the view that, in accordance with the principle that national requirements should be proportionate to the objective pursued, tow bars manufactured before that date and type approved under a national procedure should be accepted unless they constitute a genuine safety hazard.

Toutefois, pour les crochets fabriqués antérieurement et homologués selon une procédure nationale, la Commission considère en vertu du principe de proportionnalité des exigences nationales qu'ils doivent être acceptés à moins qu'ils ne présentent un risque réel pour la sécurité.
