What is the present state of affairs with the Thessaloniki underground and why were the financial agreements between the contractor and the Greek Government and the lenders not finalised so that the Commission could proceed to scrutinise and where appropriate endorse the compatibility of the agreements in question with the rules on state aid and to adopt a decision on the charges of infringements of Community rules on public contracts?
