That section provides a whole series of political remedies which are not included in Term 17. Under section 93, specific provision was made for subsequent rights being granted by the provincial legislature, and when those rights are granted, that gives them a certain constitutional caché, so the provincial governments can make up for deficiencies as in the Ontario Secondary School case.
