Appreciates the close cooperation which the Temporary Committee has maintained with the Council of Europe, particularly its Parliamentary Assembly and Secretary-General, and encourages its Committee on Legal Affairs and Human Rights, and its Chairman, Senator Dick Marty, to continue their work; stresses the convergence of the findings of the two committees to date; endorses the recommendations made to the Committee of Ministers by the Secretary-General, Terry Davis;

2. All correspondence to and from the Chairman of the Special Committees provided for in these rules of procedure shall be forwarded to the Secretaries of the Special Committees and to the Secretaries and the Chairman of the Joint Committee and where appropriate, to the members of the Joint Committee.
