With the development of the precautionary approach in fisheries management after the adoption of the UN straddling stocks agreement in 1995, advice was sought with reference to the highest catch that could be taken without prejudicing the spawning biomass of the stocks in the short term, or without developing fishing mortality rates that would cause an excessively high risk to the spawning stock in the longer term.
