Dans l'ensemble, je crois que la démarche que l'on entreprend en Europe qui, bien entendu, a commencé avec six acteurs et a favorisé lentement l'intégration, et qui prévoit maintenant 25 acteurs et plus — encore une fois, d'ici l'an 2005 à peu près — est un bon exemple d'un modèle pour les Amériques, c'est-à-dire qu'on y prévoit une intégration lente, qui autorise la coexistence d'ententes accessoires et d'autres systèmes d'intégration, avant l'édification d'une grande organisation qui enveloppe l'ensemble; c'est plus une évolution.
