It's interesting to note that prior to commercialization on November 1, 1996, one of the discussion points everyone agreed on was that government's legitimate role in air navigation was to be the legislator and the regulator, and that by commercializing the air navigation system, you set them at arm's length and allowed them to more legitimately perform that role.
