«modification substantielle»: une modification de l'exploitation qui, de l'avis de l'autorité compétente, peut avoir des incidences négatives et significatives sur les personnes ou sur l'environnement; aux fins de la présente définition, toute modification ou extension d'une exploitation est réputée substantielle si elle répond en elle-même aux seuils éventuels fixés à l'annexe I.
‘substantial change’ means a change in operation which, in the opinion of the competent authority, may have significant negative effects on human beings or the environment; for the purposes of this definition, any change to or extension of an operation shall be deemed to be substantial if the change or extension in itself meets the thresholds, if any, set out in Annex I.
