As this is not an interpretation that reflects the original intent of the provision of this act governing the granting of privileges and immunities to political subdivisions, this bill would clarify and ensure that the federal government may extend privileges and immunities at a consular level to political subdivisions of a foreign state such as Hong Kong even if Canada does not presently have a provincial office in that foreign state.
