As concerns the financial and administrative burdens arising from the envisaged measures for those Member States which are faced with specific and disproportionate pressures on their asylum systems, due in particular to their geographical or demographic situation, the resources of the European Refugee Fund will be mobilised to provide adequate support to these Member States and to ensure that the burden will be shared more fairly between all Member States.

A consensus reached on the two questions remaining to be solved in this urgent dossier, namely compensation for expenditure resulting from emergency measures in the event of a sudden mass influx of refugees or displaced persons provided for by Article 6 (former Article 5) and the scale for the distribution of resources among the Member States (Article 10 (former Article 9)) made the adoption possible.
