23. invite les États membres à s'attacher davantage, notamment en renforçant la coopération bilatérale, à lever les obstacles techniques, administratifs et politiques à l'achèvement des projets existants et futurs, en particulier des quatre projets que la Commission qualifie de projets d'intérêt communautaire; appelle les États membres à simplifier les procédures d'autorisation pour la construction de lignes d'interconnexion et à limiter la durée de ces procédures; estime, cependant, que les considérations d'intérêt général devraient toujours être prises en compte;
