For this purpose, Member States may, in order to permit the implementation of the provisions relating to professional conduct applicable on their territory, require either automatic temporary registration or pro forma membership of a professional organisation or body, on the understanding that such registration or membership does not in any way delay or complicate the provision of services or impose any additional costs on the person providing the services.
