67. Par dérogation à toute disposition de la présente loi, lorsqu’il s’agit d’un colon qui n’a pas acquitté sa dette envers la Commission, ou n’a pas abandonné sa terre, ou dont le contrat avec la Commission n’a pas été mis à fin ni rescindé, la Commission doit créditer son compte, en réduction de sa dette envers la Commission, d’une somme déterminée comme suit :
