Nous sommes donc, une fois de plus, déçus et mécontents. Nous voterons certes en faveur de la Charte, mais avec le sentiment que cela ne permettra pas de mobiliser l'enthousiasme et l'implication tant nécessaires des citoyens à l'égard de l'Europe. Comme d'habitude, les gouvernements - et certains plus que d'autres - en assumeront la responsabilité historique.
We will, of course, vote for the Charter, but we will do so with the feeling that it will not succeed in arousing that enthusiasm and that sense of participation by the citizens of Europe which are so necessary and, as usual, it will be the governments – and some governments more than others – who will have to bear the historical responsibility.
