By way of example, if there's a population of grizzly bears—and I don't know if this is the case—in northern Montana that the Americans want to protect, so they list it and they go through all their legal hoops, but these grizzly bears from time to time wander into southern Alberta, and because we have lots of them in Alberta we don't have any prohibition against shooting these grizzly bears that wander up through northern Manitoba.Does that make sense to you?
