After public consultation of all interested parties and consultation with national regulatory authorities through the Advisory* Communications Group, with the Communications Committee and with the European Parliament, the Commission shall issue, within nine months of the publication of this Directive, a Decision on Relevant Product and Service Markets (hereinafter "the Decision'), addressed to Member States.
