2) la création éventuelle d’un « impôt européen » ne devrait pas accentuer la pression fiscale sur les citoyens et les entreprises ; au-delà de nombreuses objections, même justifiées, les bienfaits que recèle cette hypothèse ne doivent pas être sous-estimés : une transparence accrue du financement de l’Union et une plus forte responsabilisation des institutions européennes face au citoyen-contribuable ; de telle sorte s’affirmerait un principe propre au fédéralisme qui prévoit, outre les impôts redevables aux différents États fédérés, la perception de taxes fédérales.
2. the possible creation of a 'European tax' should not increase the tax burden on individuals and on companies. Alongside the many objections to this (including rational ones), the positive aspects of such an idea should not be undervalued: greater transparency in the financing of the Union, and greater accountability on the part of the European institutions to the citizen/taxpayer; this would be an affirmation of the very principle of federalism, which provides both for taxes raised by the individual federated States and for federal taxes.
