Le traité stipule en effet que les institutions de la Communauté doivent "veiller à l'approvisionnement régulier du marché commun en tenant compte des besoins des pays tiers" (Article 3, point a) ainsi que "promouvoir le développement des échanges internationaux et veiller au respect de limites équitables dans les prix pratiqués sur les marchés extérieurs" (Article 3, point f).
Indeed, the Treaty lays down that the institutions of the Community must "ensure an orderly supply to the common market, taking into account the needs of third countries" (Article 3(a)) and "promote the growth of international trade and ensure that equitable limits are observed in export pricing" (Article 3(f)).
