17. Appreciates the constructive approach of the Serbian Government to relations with neighbouring countries, since this has enabled substantial progress in both regional cooperation and closer relations with the EU; encourages Serbia to work even more closely with neighbouring countries and to initiate further steps for trans-border cooperation, in order to improve, inter alia, the economic development of border regions and areas populated by minorities; emphasises the importance of promoting policies of exchange and contact among young people in the framework of reconciliation; welcomes generally the compliance of Serbia with its in ...[+++]ternational obligations and the fact that it has further developed bilateral relations with its neighbours; reiterates the crucial importance of reconciliation; encourages Serbia to fully implement bilateral agreements with neighbouring countries and to address its open bilateral issues with a pragmatic approach; welcomes the meeting between the Prime Ministers of Serbia and Albania on 10 November 2014 in Belgrade; encourages Serbia to actively support and constructively contribute to the progress of Bosnia and Herzegovina towards European integration; equally welcomes the fact that Serbia has continued to participate actively in regional initiatives, such as the South-East Europe Cooperation Process (SEECP);

Support under both this Regulation and the European Regional Development Fund (ERDF) should be provided for the cross-border cooperation programmes between, on the one hand, Member States and, on the other hand, partner countries and/or the Russian Federation (‘other cross-border cooperation participating countries’) along the external borders of the Union, in order to promote integrated and sustainable regional development and cooperation between neighbouring border areas and harmonious territorial integration across the Union and with neighbouring countries.

The Commission and the High Representative of the European Union for Foreign Affairs and Security Policy, in their joint communication of 25 May 2011 entitled 'A new response to a changing Neighbourhood', outlined, inter alia, the aim of further facilitating neighbourhood countries' participation in Union mobility and capacity-building actions in higher education and the opening of the future education programme to the neighbourhood countries.

9. Expresses its concern about further militarisation of the conflict and sectarian violence; notes the role of different regional actors, including in the delivery of arms, and is concerned about the spill-over effects of the Syrian conflict in neighbouring countries in terms of the humanitarian crisis, security and stability; strongly condemns the car bomb attacks of 11 May 2013 which killed and injured dozens of people near a Syrian refugee base in the town of Reyhanli, in the Hatay province of south-eastern Turkey, as well as instances of shelling and shooting by Syrian armed forces into neighbouring countries; supports the VP/HR’ ...[+++]s condemnation of terrorist attacks of any kind;
