The first announces an adaptation of the Action Plan which the Commission will carry out by the end of this year and which will focus on four priorities: improving of the business environment, investing in the future by adapting Europe's research and development policy and by preparing Europe for the learning in the Information Society, putting people at the center of the Information Society policy and increased efforts on defining global rules.
